Resumen
En la ciudad de Monterrey, durante los días 28 a 30 de abril de 2005, se celebró el II Congreso
Iberoamericano de Derecho Administrativo. El evento reunió a más de mil quinientos
estudiantes, juristas y académicos procedentes de catorce países iberoamericanos con
el fin de indagar sobre problemas comunes a la práctica del Derecho en todos estos países.
Los asistentes debatieron sobre los cambios necesarios en materia de seguridad pública,
con el fin de solucionar problemas tan graves como la delincuencia, el tráfico de drogas o
la corrupción. También se expusieron diferentes medios para controlar la actuación de la
Administración y proteger los derechos de los ciudadanos, deteniéndose en la figura del
Ombudsman y en la importante labor de control que realiza la justicia administrativa.

Abstract
The II Iberian-American Conference on Administrative Law took place in Monterrey
(Mexico) between April 28th and 30th, 2005. That event brought together more than one
thousand five hundred students, law practitioners, and scholars from 13 different Latin
American countries and Spain. The objective of that meeting was to discuss common
problems affecting the practice of the legal profession in all of these countries. Those in
attendance discussed what changes are necessary in order to solve such serious public
safety problems as street crime, drug trafficking, and corruption. Also discussed were a
variety of measures designed to control the actions of the public administration as well to
protect citizens’ rights. The special role of the ombudsman and the key controlling function
Administrave Courts play on implementation of administrative law were also discussed at
length.
