Resumen
El artículo analiza el suministro de último recurso (SUR), que es la gran novedad que introduce la Ley 17/2007. Se critica la caracterización de ese tipo de suministro como servicio universal, llegando a la conclusión de que no responde a las características que el servicio universal tiene en el Derecho comunitario, y se teoriza sobre las razones para esa caracterización no conforme con el sentido material de la institución que oculta el sentido de la regulación. Se examinan las consecuencias de configurar la tarifa correspondiente como tarifa mínima cuando la Ley sólo la configuraba como máxima; así como las razones de la designación
de los operadores dominantes como suministradores y las dudas acerca de las ventajas y de la función misma del SUR dados los elementos que integran la tarifa.

Abstract
The article analyses the supply of last resort (SUR) that is the great novelty introduced by Law 17/2007. The article criticizes the characterization of such supplier as an universal service provision, concluding that does not meet the characteristics that universal service should have in the EU law, and theorizes about the reasons for that characterization as not consistent with the material sense of the institution, that hides the meaning of regulation. The article explores the consequences of not setting the appropriate fee as a maximum, as
established by the Act, but also as a minimum; as well as the reasons for the designation of dominant operators as providers, and the doubts about the benefits and the true role of SUR given the tariff's components.
